Why it moved the index
The framework is an operational control layer for consequential autonomous transactions: agent registration, cryptographic authentication, limits, validity windows, purchase-intent data, and auditability can reduce unauthorized or malicious agent activity. Mastercard incorporated the controls into merchant specifications and partnered with Cloudflare on network-layer verification. The score remains moderate because broad merchant adoption and measured harm reduction were not yet demonstrated.
