The US Commerce Department imposed new controls on advanced computing chips, supercomputer uses, semiconductor-manufacturing equipment, and related US-person support for facilities in China.

Why it moved the index

The binding controls materially constrained access to advanced AI compute and chip-production capability over military and surveillance concerns. The restrictions were geographically targeted and could also intensify domestic competitive investment.
